Text 17. Penn. This township was formed in 1828, and tradition says its name was given to it by Tobias and Isaac Kepner, who came from Penn Township, Berks County, at an early day, and were solicitous to have a township in Lycoming bearing the same title, and in deference to them the court so named it. In size it is the twenty-third, and has an area of 10,880 acres. Population, 877.
